SANY Group has officially launched operations at its first global engineering machinery remanufacturing base, marking a major step in the company’s international expansion and sustainability strategy.
The SANY Hunan–Hainan Intelligent Manufacturing Industrial Park began operations on Dec. 23 in Dongfang City, Hainan Province. On its opening day, the group secured orders worth about CNY 100 million ($14.3 million) from customers in Southeast Asia and Africa, highlighting early international demand for the facility’s services.
The park is China’s first industrial project jointly developed by a pilot free trade zone and a pilot free trade port, strengthening cross-regional cooperation between Hunan and Hainan. By combining Hunan’s manufacturing strengths with Hainan’s policy advantages, the project is designed to support Chinese engineering machinery companies as they expand their global reach.
Construction of the park started in August 2023. The facility spans roughly 150 mu, or about 10 hectares, and represents a total investment of CNY 600 million ($85.6 million). Once fully operational, it is expected to generate annual output value of around CNY 750 million ($107 million).
Positioned as a regional remanufacturing and resource distribution center, the park focuses on the maintenance and remanufacturing of core engineering machinery components as well as second-hand equipment sourced from both domestic and international markets. The model is aimed at extending equipment life cycles and promoting the circular reuse of industrial resources.
Operating under the Hainan Free Trade Zone framework, the project benefits from preferential trade and tax policies. Eligible value-added processing activities can receive tariff advantages, while remanufacturing operations may qualify for bonded supervision and corporate and personal income-tax incentives. The park also falls under the “dual 15%” tax policy, including approval for outsourced processes to enjoy a reduced corporate income-tax rate.
SANY Chairman Tang Xiuguo said the project represents a key initiative in advancing the company’s globalization, digitalization and low-carbon transformation goals. He added that SANY will continue exploring new remanufacturing models and strengthening circular economy practices as it works to support the global engineering machinery industry’s transition toward a greener, more sustainable future.
